Motor carriers' UCR filing costs are contingent upon the total number of vehicles in their fleet, while brokers and leasing companies may opt for the lowest fee for registration.

The states currently not participating include Arizona, Hawaii, Florida, Maryland, Nevada, New Jersey, Vermont, Oregon, Wyoming, and the District of Columbia.
